The 2023 Titan accident exposed significant gaps and inconsistencies in the international oversight of submersibles, placing lives at risk and undermining public confidence in the industry. In response, the MTS Submarine Committee and the World Submarine Organization (WSO) are working toward a more effective international governance framework for identifying submersibles and overseeing their operation, with the long-term objective of harmonization through the International Maritime Organization (IMO).

This presentation will provide an overview of the current state of the civilian submarine industry and examine the findings and recommendations arising from investigations by the U.S. Coast Guard, the U.S. National Transportation Safety Board, and the Transportation Safety Board of Canada. It will also report on the WSO Annual Flag State Meeting, held in Hamburg on September 15–16, 2026, where maritime and port authorities from approximately 15 countries will discuss a practical framework for improving submersible identification and regulatory oversight while balancing differing national requirements with the need for international consistency.
