Before joining TOTE Services, Vogel served as a Shareholder and Co-Chairof the Government Contract Practice Group at Cozen O’Connor, where headvised clients across the maritime and marine terminal industries. Hebuilt a national reputation for his work in regulatory compliance, maritimelaw, and government contracts, and regularly engaged with public andprivate stakeholders to shape maritime policy. He began his career infederal service at the U.S. Department of Transportation, MaritimeAdministration (MARAD), leading the development and implementation ofprograms to support and grow the U.S. maritime industry. His long-standing experience in maritime legal affairs positions him as atrusted voice in the resurgence of U.S. shipbuilding and the maritimeindustrial base.
Vogel continues to play a key role in helping shape thenational narrative on domestic maritime infrastructure, supply chainsecurity, and private commercial shipbuilding policy.
Vogel guides all legal activities in his role, ensuring alignment with federaland international maritime regulations. He is also responsible for leading TOTE Services’ government relations, shaping federal policy affecting theU.S. shipbuilding and transportation sectors. His leadership supports TOTE Services’ role in enhancing domestic maritime capabilities throughsafe, efficient, and sustainable practices.com
Vogel earned his Juris Doctor from the University of Miami School of Lawand holds Masters degrees from the United States Naval War College andthe University of Miami Rosenstiel School of Marine and AtmoshpericScience and a Bachelor of Arts in political science and economics fromthe University of Maryland.
Vogel resides in Annapolis, MD, with his family and serves on the boardsof numerous community and nonprofit associations, including theChesapeake Bay Maritime Museum and the DC Propeller Club.
