David Sowers is Washington State Ferries’ Program Administrator overseeing the systemwide electrification of WSF’s ferry fleet and terminals. This highly ambitious, $6B undertaking includes building up to 16 new hybrid-electric vessels, hybridizing 6 existing vessels, and providing shoreside power for up to 16 terminals in Puget Sound.
Prior to taking on this role in 2025, David directed the WSF Terminal Engineering department focused on the planning, design, permitting, and construction of capital and maintenance projects across WSF’s 19 ferry terminals. This included the $486M Colman Dock redevelopment and the $185M new Mukilteo Terminal.
Before joining Ferries in 2019, David was WSDOT’s Deputy Program Administrator for the Alaskan Way Viaduct Replacement Program, where for 10 years he worked to deliver the world’s largest bored tunnel and related projects. David joined WSDOT in 1999, after working in the private sector for 6 years as a geotechnical engineering consultant. He holds civil engineering degrees from Michigan State University and Auburn University.
