CAPT Andrew T. Pecora II

CAPT Andrew Pecora assumed command of the Surface Forces Logistics Center (SFLC) on June 14, 2023. CAPT Pecora previously served as Program Manager leading a team of over 100 active duty, civilian, and contractor personnel in constructing the Offshore Patrol Cutter, a $12B program for 25 cutters over the next 15 years. Previously, he served as the Long Range Enforcer Product Line Manager for the Surface Forces Logistics Center (SFLC) leading the maintenance and repair of 14 cutters consisting of 420’ WMSLs, Ice Breakers, and 378’ WHECs. Raised in Baltimore, MD, CAPT Pecora is a 1996 graduate of the U.S. Coast Guard Academy, receiving B.S. degrees in Naval and Mechanical Engineering. Following graduation, he served aboard USCGC VIGILANT in Port Canaveral, FL as Student Engineer, Deck Watch Officer, and Damage Control Assistant. In 1998, he attended the University of Michigan and earned M.S. degrees in Naval Engineering and Manufacturing. From 2000-2004, he served as Port Engineer and Executive Officer of Naval Engineering Support Unit Honolulu overseeing cutter dockside and dry docks. Taking a short walk across the pier, he went on to serve as Engineer Officer aboard USCGC JARVIS. Over the next three years, he served as Engineer Officer of Sector Field Office Atlantic City, NJ, where he was responsible for operations assessments of small boats, patrol boats, and facilities infrastructure. In 2008, he attended George Washington University and earned an M.S. in Project Management. From 2011-2014, he went on to serve as deputy Program manager in the National Security Cutter Acquisition Program at Coast Guard Headquarters, a $5B program to recapitalize the High Endurance Cutter fleet. Following those duties, he served three years as Logistics Chief and Commanding Officer of Military Personnel at Sector Miami in one of the highest OPTEMPO and dynamic operational environments at the time. From 2014-2017, he served as the SFLC Patrol Boat Product Line Manager, responsible for sustaining a fleet of over 120 patrol boats from Guam to Bahrain. Between 2017- 2018, he attended senior service school at National Defense University-Eisenhower College, where he earned a Master’s Degree studying inter-agency joint force strategies and resource management. CAPT Pecora is a registered Professional Engineer in Virginia, a certified Project Management Professional, and a Level III Acquisitions Program Manager. He enjoys softball, soccer, football, skiing, and surfing. He coached and currently plays soccer and is an active volunteer in church. He has two children, Thomas (16) and Claire (14), and is married to the former Mrs. Crystal Payne of McCaysville, GA.
