Brian Stocker

Mr. Brian Stocker is an engineer and program manager with over 15 years of experience across the lifecycle of a ship, from conception and design to delivery and maintenance. As the Principal Assistant Program Manager (PAPM)/Division Head for U.S. Navy Boats and Combatant Craft (PMS 300G) within PEO Ships, he is responsible for managing the design, production, test, and delivery of boats and combatant craft to the U.S. Navy and other U.S. Armed Services. 

Prior to joining PEO Ships, Mr. Stocker was the Deputy Technical Director in the International Unmanned and Small Combatants program office (PMS 525) from 2018 to August 2022. In this role, Mr. Stocker led the design team in completing the functional and detailed design for the Multi-Mission Surface Combatant program. He also led the unmanned surface and underwater vehicle foreign military sales cases. 

From 2014 to 2018, Mr. Stocker served as the Littoral Combat Ship (LCS) Mission Package Integration Manager (PMS 420 and PMS 501), responsible for ensuring Surface, Anti-Submarine, and Mine Countermeasure Warfare mission packages were designed, integrated, and tested successfully onboard the LCS Freedom and Independence variants. His accomplishments included correction of complex design and production issues that resulted in platform certification to support surface warfare and unmanned aerial vehicle operations.

From 2009 to 2014, Mr. Stocker served in various roles in the LPD 17 Class program office (PMS 317). He served as the Lifecycle Contracts Manager, Post Delivery Engineer, and Command Ship Replacement Project Manager. During his tenure in PMS 317, he resolved production and post-delivery discrepancies that supported five LPD 17 Class ship deliveries.

Mr. Stocker is a 2009 graduate of the Department of Navy’s Naval Acquisition Intern Program. He holds a Master’s Degree in Engineering Management from the George Washington University, and a Bachelor of Science in Marine Engineering & Shipyard Management from the United States Merchant Marine Academy. Mr. Stocker has twin daughters and lives in Washington, DC.
