Bart Kemper

Bart Kemper, P.E. is a Louisiana-based mechanical engineer with 30 years of engineering consulting in a wide range of industries as well as a civil engineering background through the US Army Corps of Engineers.   Kemper’s winding career path developed expertise in pressure vessels, marine and subsea engineering, plastic engineering, life-safety applications, medical devices, human factors, and numerical modeling.  He has worked on a number of saturation diving and submarine designs, to include being the lead investigator for a technical team supporting the USCG Marine Board of Investigation regarding OceanGate and the Titan Submersible.  Kemper is also a retired US Army engineer officer with a background including construction management, infrastructure assessment & development, blast effects modeling, and protective structure engineering.  He is a member of multiple American Society of Mechanical Engineers (ASME) Codes & Standards committees, including  Mobile Uncrewed Systems (MUS) and Verification, Validation, and Uncertainty (VVUQ) including VVUQ 10 (solid mechanics) and VVUQ 70 (Artificial Intelligence and Machine Learning). He is also a member of ASME Pressure Vessels for Human Occupancy (PVHO), which addresses commercial diving, submarines, and medical hyperbaric systems.  He is a member of the National Society of Professional Engineers (NSPE) Software Certification and Emerging Technologies committees and is a Fellow of ASME and NSPE. He has over 35 professional publications, is a peer reviewer for multiple publications, and is the current Editor in Chief for the Journal of the National Academy of Forensic Engineers.
