Captain Clare assumed the duties of the Executive Director for the Universities of Louisiana Maritime Academy in November 2025 after retiring from the Coast Guard after 29 years. Prior to retiring, he served as commanding officer of the National Maritime Center (NMC) and led a comprehensive operation to ensure annual issuance of over 60,000 merchant mariner credentials, 60,000 medical certificates and 500 course approvals in executing national and international requirements. He also ensured assessment of professional qualifications, training/education and safety/suitability for over 210,000 merchant mariners, over 220 training providers and seven maritime academies to sustain national defense and safety and security of marine transportation system.
Prior to serving at NMC, Captain Clare served as Office Chief for Port and Facility Compliance, where he led and developed national policy for safety, security and stewardship for U.S. regulated ports, facilities and maritime critical infra-structure. Additional Coast Guard assignments include Detachment Chief at the Cruise Ship National Center of Expertise, Prevention Department Head at Sector Miami and Sector Juneau and Chief of Inspections at Sector Juneau and Sector Anchorage.
