Route to Compliance
With only eight months left to comply with Subchapter M, towing vessel operators are left with critical decisions to make: Go with Coast Guard option or Third Party TSMS option? Which TPO is best for our company? In addition, captains and companies need to maintain quality standards in the Compliance-Driven World of Subchapter M. 46 CR Part 140 places an enormous and possibly unexpected responsibility on towing vessel operators and masters with respect to crew members health, safety and ability to respond to emergencies aboard the vessel. This part of Subchapter M introduces the requirement that companies and Captains ensure that people serving on their vessels demonstrate a high level of capability and compliance, even beyond that required on other inspected vessels, including vessels which must comply with STCW. Subchapter M does not mandate crew members to attend approved safety training courses before and during the course of their employment, as STCW does. Thus, the vessel operators cannot rely on outside certification to determine whether or not their employees meet the laws standard. Operator’s will leave this session having arrived at the answers to those questions and will have a solid plan to move forward.
